Members of the community and law enforcement agree that changes are needed to restore trust in the police, especially among communities of color who have been disproportionately impacted. HB 1054 sets forth a statewide baseline that will ensure minimum standards of conduct across departments. The bill bans the use of chokeholds and neck restraints and no-knock warrants and limits the use of military equipment, tear gas, and vehicular pursuits. These measures will help to address concerns about dangerous police tactics and make our communities safer.
