Hydrofluorocarbons (HFCs) are a category of gases used primarily as refrigerants and are among the greenhouse gases identified by the EPA and the Department of Ecology as potent and long lasting. This bill seeks to reduce and manage HFCs, regulate use and establish a preference in state procurement for recycled refrigerants.
