Recent violence and threats of violence in our state and the nation's capital demonstrate the immediate need for SB 5038 . The bill would prohibit weapons — including but not limited to firearms — at rallies on public property and on the capitol grounds and buildings.
When emotions run high, the mix of weapons — especially open carried firearms — and crowds can be a toxic recipe for violence and intimidation. Also, law enforcement has a difficult task if there are gunshots and many participants are open carrying weapons.
The bill does not impinge on Second Amendment rights but enables and fosters free civil unintimidated speech by members of the public.
